Russia certainly has its share of issues as it continues its conversion to capitalism and democracy.  But I think we can all agree that one issue rises above the others in importance and should be the focus of Russian lawmakers:  the weather.

Yuri Luzhkov:  Tough on weather!

Yuri Luzhkov, mayor of Moscow, has decided to crack down on the rampant and flagrant negligence of local weathermen.  You get the weather wrong, you pay.

Reports are sketchy on the details, but insiders say that temperature variations greater than 5 degrees will result in a punch in the mouth.  Precipitation forecasts off by more than 15% will result in whipping.
